Issues management strategies

Jones & Chase (1979) propose three basic strategic options for issues management:

  • Reactive change strategy (based on a reluctance to change) attempts to find ways to continue existing behavior e.g. by lobbying to maintain the status quo of public policy, or promoting the organization’s position on issues to gain or maintain public acceptance.
  • Adaptive change strategy (based on openness to change and learning) seeks proactively to anticipate pressure for change and initiative constructive dialogue with stakeholders to find mutually acceptable compromise positions.
  • Dynamic response strategy (based on a desire for change leadership) anticipates and attempts to shape the direction of public opinion and public policy, by setting the agenda and proactively determining how, when and where the dialogue over the issue will be carried out. In effect, the organization becomes an advocate or agent of change.
